This announcement is made by Tianjin Jinran Public Utilities Company Limited (the "Company") on a voluntary basis.

Due to a change of the web server of the Company's website (www.jinrangongyong.com), the Company shall re-comply with the procedures of registration with Tianjin Municipal Communications Administration

Office (the "Communications Office") pursuant to the Administrative Measures for Registration of NonCommercial Internet Information Services*（非經營性互聯網信息服務備案管理辦法）promulgated by

the Ministry of Information Industry of the People's Republic of China. The Company's website shall be suspended before approval of registration by the Communications Office. In light of the above requirement, the Company expects that the Company's website will be suspended from 21 November 2019 to 18 December 2019 and will resume on 19 December 2019. Sorry for any inconvenience this may cause.
