The digital infrastructure has proven to be the backbone of society, education and the economy during the pandemic. But rapidly increasing data traffic requires a continuous expansion of the networks. According to the goals of the EU, investments of 300 billion euros are required by 2030. Fiber optics and 5G, the most modern network generations, already make a contribution to more sustainability and climate protection due to their higher efficiency. Nevertheless, constantly growing data traffic - the lion's share is accounted for by the large global Internet companies - are also drivers of energy consumption...

In the USA and South Korea there is currently a lively debate on how both more efficient use of network capacities and fairer financing of infrastructure investments can be achieved. How can it be possible in Europe to save energy, improve the CO2 balance and, at the same time, better balance the investment burden between those willing to expand and those who benefit from the network infrastructure?
