In her victory speech Garbett said voters had told her they wanted an alternative to traditional Labour, Conservative and Liberal parties and voted accordingly.
An electoral officer confirmed Garbett took the lead in Hackney with 35,720 votes.
Green Party leader Zack Polanski said two-party politics was "dead", referring to the parliamentary system that tends to return only Labour or Conservative prime ministers and councils.
Labour had ruled in the East London borough for 24 years.
