accession to the World Trade Organization in 2007, but a Free Trade Agreement with the European

Union, ASEAN Economic Community 2015, and other bilateral and multilateral arrangements promise

to give a strong boost to export revenues. By some measures, Vietnam has the most to gain from these

agreements - paying as it does over 40% of all the US customs duties collected from the 11 TPP

members (over 70% if Japan is excluded).
