N.J. Board of Public Utilities Approves Over $2.3 Million in Energy Efficiency Incentives

TRENTON, N.J. - The New Jersey Board of Public Utilities (Board) today approved over $2.3 million of incentives for energy efficiency improvement projects at the Ocean County Justice Complex, Acutecare Management Services, LLC's Oceanport Fort Monmouth Hospital and the Teaneck Marriott at Glenpointe. The incentives, provided through New Jersey's Clean Energy Program (NJCEP), will provide a total of $2,365,769 in energy efficiency upgrades that will result in total annual combined energy cost savings of approximately $1.348 million for the three facilities.

Ocean County submitted an application under the NJCEP's Combined Heat and Power (CHP) & Fuel Cell (FC) Program requesting $1.1 million in incentives for the installation of a 600 kW CHP system at the Ocean County Justice Complex, located in Toms River, NJ. The system generates electricity to power the facility, while capturing and utilizing the waste heat for space heating, cooling, and water heating. The system will have black start capability and a 72.7 percent efficiency rating.

The energy efficiency measures will provide both energy and cost savings. The CHP unit will produce 4,777,872 kWh of electricity, while also providing annual estimated waste heat recovery equivalent to 13,259 MMBtus of natural gas. Efficiency upgrades will result in an estimated annual energy cost savings of $383,000.

The Board also approved a CHP/FC Program incentive of $690,000 for Acutecare Management Services' Oceanport Fort Monmouth Hospital (the former Patterson Army Hospital at Fort Monmouth). Acutecare Management Services, LLC, is installing a 345 kW CHP system that will provide energy for the Oceanport Fort Monmouth Hospital. The former Patterson Army Hospital at Fort Monmouth is being retrofitted to provide medical support, mental health services and adult daycare. Through both production and heat recovery the system will provide an average annual energy cost savings of $704,565. The CHP unit will produce 2,566,452 kWh of electricity, while also providing an annual estimated waste heat recovery of 21,027 MMBtus of natural gas.

The Board also approved NJCEP's Pay for Performance (P4P) program incentive of approximately

$575,770 submitted by Alfred Sanzari Enterprises, Inc. for the company's Teaneck Marriott at Glenpointe in Teaneck, NJ. The incentive will be used for energy efficiency upgrades to cover the 322,500 square foot hotel with 350 guest rooms, conference and multipurpose space, a restaurant, a lounge and a

bar. The energy efficiency improvements are expected to reduce total energy usage by an estimated 30.8 percent. Annually, the building improvements will save an estimated 2,325,738 kWh of electricity while also reducing peak electric demand of 167.4 kW. The upgrades also will provide annual natural gas savings of 12,743 therms.

P4P allows for existing buildings to undertake comprehensive energy efficiency upgrades in both commercial and industrial buildings. Incentives are linked directly to energy savings and include a measurement and verification component to ensure that estimated savings are achieved.

The NJCEP's Combined Heat and Power & Fuel Cell Program (CHP/FC) Program is open to all New Jersey commercial and industrial utility customers that pay into the Societal Benefits Fund. Utility customers that meet the program's requirements are guided to install energy efficient systems that are new, commercially available, and permanently installed. These new systems must provide a minimum efficiency of 65 percent for the project to be eligible for the incentives.
