Just over a month after the establishment of the EU Emergency Trust Fund at the Migration Summit in Valletta (Malta) on the 11th and 12th of November 2015, a first pipeline of projects for a total amount of €253 million was approved by the Operational Committee for the Horn of Africa at its first meeting in Brussels on 16 December 2015.

Further packages of projects were subsequently approved by the Operational Committee: on 28 April 2016 for an amount of €117 million, on 25 October 2016 for an amount of €66.5 million, and on 15 December 2016 for an amount of €169.5 million.

With a total budget of €606 million, the projects below address the root causes of instability, irregular migration and forced displacement, and have a specific focus on refugees and migratory movements. More details of the initial priority setting at national and regional level can be found in the Horn of Africa Window's Operational Framework *.

Activities have already started, focusing on a variety of areas including employment opportunities, building resilience through the provision of basic services and livelihoods, and strengthening institutional and capacity building on migration issues, including the fight against trafficking and smuggling, border management and legal migration and mobility.
