Roe was the founder of Covance Health Economics & Outcomes Services, Inc. founded in 1988 where he held the title of Chairman in 1999.
He currently holds director positions at ADERIS Pharmaceuticals, Inc., Fe3 Medical, Inc., Velocity Pharmaceutical Development LLC, Maryland Angels Fund, and is the Managing Director at InCube Venture Partners LLC since 2008.
Mr. Roe has held former director positions at Aradigm Corp., ISTA Pharmaceuticals, Inc., IntraPace, Inc., Favrille, Inc., Celera Corp., Gemin X Pharmaceuticals US, Inc., and HemaQuest Pharmaceuticals, Inc. He was also the Senior Vice President at United Therapeutics Corp.
from 1999 to 2000 and Vice President-Economic & Health Policy at Health Industry Manufacturers Association.
Mr. Roe has an undergraduate degree from Union College (New York) and graduate degrees from the University of Maryland and The State University of New York.
