In a Federal Register Notice published on April 29, 2024, the Bureau of Industry and Security (BIS) announced a final rule that adds a new license exception to the Export Administration Regulations (EAR) for EAR99 medical devices.

License Exemption MED will enable the export, reexport, and transfer of certain "medical devices and related parts, components, accessories, and attachments for use in or with medical devices" to Russia, Belarus, the temporarily occupied Crimea region of Ukraine, or the covered regions of Ukraine.

This final rule is effective on April 29, 2024.
