(Oslo, 14 January 2014) EVRY has entered into a strategically important agreement with the Norwegian Agency for Public Management and eGovernment (Difi). Over the next 4 years, EVRY will provide operating services for the ID Portal/MinID service that is used by 3.2 million Norwegians. The agreement represents total contract value of NOK 100 million over the 4-year period.

The contract with Difi was won against intense competition from other suppliers. EVRY was judged to be the best supplier in terms of the technical solution, migration project and price.

Streamlined digitalisation

The objective for the ID Portal/ MinID service is to give citizens easy access to public services in a reliable and secure manner. The service was first launched in 2009, and was widely adopted in a short time. In 2013, the service recorded close to 40 million logins to public sector internet services by some 3.2 million users. The number of users is expected to grow in pace with increasing digitalisation of public sector services and the IT maturity of the population.

Difi has overall responsibility for the ID Portal, MinID and the Digital contact register. More than 270 public sector entities use the ID Portal/MinID. The service includes authentication, digital signing, message encryption and other state-of-the-art functionality appropriate to a system of this kind.

The ID Portal is also expected to include other functions that form a natural part of the solution over time, such as PIN code generation, message encryption, joint signature capability, authorisation solutions for employees, support for foreign users, national ID cards, information services, taking over authorisation solutions from Altinn and changes to the scope of SMS services.

MinID is a 3-level e-ID service that uses authorisation based on access codes sent by SMS or by a PIN code letter. EVRY will provide core operating services for ID Portal/ MinID. As a public sector portal, the ID Portal/ MinID service is subject to stringent requirements for both performance and reliability. The agreement represents total contract value of NOK 100 million over the 4-year period, with an option to extend for a further two plus two years.
