On December 13, 2012 Svyazinvest's subsidiary, Central Telegraph, held a board of directors meeting by mail-in ballot in Moscow. Central Telegraph's board of directors unanimously voted to dismiss Igor Zabolotny as the company's CEO and appoint Rodion Levochka to replace him. In 2007 Mr. Levochka was appointed Director of the Products and Marketing Department at Rostelekom.
In June 2011 he was promoted to Managing Director - Director of the Products and Marketing Department.
