Zhang Mengxing Carries out a Second Special Inspection to the Overseas Projects Through the Video and Expresses His Care for Officials and Staff Overseas

  On the afternoon of June 9, Zhang Mengxing, deputy secretary of the Party Committee of MCC & China MCC, president of China MCC, and executive deputy chief of the Leading Group for Epidemic Prevention and Control, MCC, carried out the special inspection to the ongoing overseas engineering projects in Tajikistan, Sri Lanka and Russia through the video. He listened to the work reports respectively on the pandemic prevention and control, staff management, project progress and other specific circumstances, and expressed gratitude and care for all officials and staff overseas who have prioritized the corporate interests over own families and stuck to the frontlines of projects on behalf of Chairman Guo Wenqing and Secretary Zhang Zhaoxiang.

  Zhang Mengxing said, MCC attached great importance to the development of overseas COVID-19 pandemic and held several meetings to discuss and deploy various pandemic containment measures for overseas project departments. Besides, amid COVID-19 pandemic, MCC made the best of videoconferencing to inspect its overseas projects, resulting in a good understanding of detailed project information, such as prevention and control measures, fund guarantee, material reserve and staff's thinking management, and gave strong support to project departments, timely solved the problems they encountered and made efforts to be the strong backup force of overseas staff. Meanwhile, Zhang Mengxing hoped that everyone can make persistent efforts to respond to challenges and give equal importance to pandemic containment and work resumption so as to win the battle against the pandemic as soon as possible.

  Concerning the implementation of the guidelines proposed by the State-owned Assets Supervision and Administration Commission of the State Council and China Minmetals at the meetings on the overseas COVID-19 containment, Zhang Mengxing raised concrete requirements on the pandemic prevention and control as well as production and operation of overseas projects, in combination with the actual situation learned from the special inspection.

  First, continue the work on pandemic prevention and control and give priority to the staff's life safety and health. At present, the pandemic is still severe overseas and attracts many public concerns. MCC's overseas offices and project departments have actively deployed prevention and control measures. Notably, project departments in Sri Lanka have put solid measures in place, done a good job and deserved the praise. Next, overseas projects should still stick to the bottom line, prepare for the worst and strive for the best, and further strengthen, refine and improve the plans and responsibility system for the epidemic prevention and control, and attach the greatest importance to the COVID-19 containment. In addition, overseas project departments must care for all overseas staff who are fighting on the frontline and go all out to guarantee their life safety and health, leaving no loophole for the virus.

  Second, timely solve difficulties and protect the interests of overseas staff. Affected by the pandemic, some overseas projects are suspended. During this special period, subsidiaries should judge the situation in advance, actively keep in touch with owners and the headquarters, ensure to know the latest information, and timely solve issues like project funds and supplies. In particular, they must pay overseas staff on time, practically guarantee their interests, and become their strong support.

  Third, effectively manage overseas staff and stabilize their mind. For epidemic prevention and control overseas, it is vital to stabilize staff. Now, MCC has nearly 28,000 employees overseas. Party members and officials at overseas projects of subsidiaries should fully play a backbone role in managing overseas staff and stabilizing their mind, frequently communicate with those staff to timely know their opinions, help them solve problems and difficulties and pacify their negative emotions such as horror and anxiety caused by the pandemic. Everyone should firmly believe that uniting as one we will successfully overcome any challenge no matter how difficult it is.

  Fourth, keep in close contact with Chinese embassies and consulates abroad, local governments and agencies to lay a foundation for the following market development. Since the COVID-19 broke out overseas, MCC has donated supplies to several countries to help them combat the virus. MCC's overseas offices should keep in closer contact with Chinese embassies and consulates abroad, local governments and agencies. Project departments should work with local governments on the pandemic containment and management. Besides, project departments should protect the MCC's brand image overseas, improve MCC's popularity and influence in the regions or countries where they are located and constantly expand market competitiveness and share to lay a foundation for the following development in overseas markets.

  Relevant leaders attended the meeting, including Zhang Ye, member of the Standing Committee of the Party Committee of MCC and China MCC and vice president of China MCC, department directors at the headquarters, such as Zeng Gang, Wang Zhen, Xu Yongjie, Li Yongkang and Zhao Xiaowei, and relevant directors of MCC International Incorporation Ltd., China Huaye, MCC20, MCC22, WISDRI Engineering & Research Incorporation Ltd. (WISDRI) and Zhongye Changtian.
