Gordon “Jeff” Fassett, HDR’s water rights lead, has been appointed by President Obama as the Federal commissioner and chairman of the Red River Compact Commission, a position he has held since 2002. It is one of eight key nominations or appointments announced recently by the White House. He is based in HDR’s Cheyenne office.

The commission is the entity that manages and administers the interstate water allocation and related provisions of the 1978 Red River Compact involving the states of Arkansas, Louisiana, Oklahoma and Texas. Fassett was first appointed to the position by President Bush in 2002.
Prior to joining HDR in 2006, Fassett was president of Fassett Consulting LLC. He served as the State Engineer and Deputy State Engineer for the State of Wyoming from 1987 to 2000 and 1984 to 1987, respectively.
Fassett’s expertise is in policy development regarding water resource-related issues, including matters addressing wetlands, water marketing and transfer of water, wild and scenic river designations, water development planning, and multi-jurisdictional administration of water rights, instream flows, interstate compacts and endangered species.
