The White House on Monday disclosed that classified documents from his vice presidential days were discovered in November at a think tank in Washington.
Garland said Robert Hur, a former U.S. attorney in Maryland, would serve as special counsel.
"I strongly believe the normal processes of this department can handle all investigations with integrity," Garland said. "But under the regulations, the extraordinary circumstances here require the appointment of a special counsel for this matter."
