Richard is based in the United States and is a Senior Advisor at Quinbrook Prior to joining Quinbrook, Richard completed a five-year term as a Commissioner with the Federal Energy Regulatory Commission (FERC) where he chaired the Commission between 2021-2023.
Prior to FERC, Richard was General Counsel for the Democrats on Senate Energy and Natural Resources Committee, serving as a senior policy advisor on numerous issues including electricity and renewable energy.
Richard was Vice President to Government Affairs at Iberdrola’s renewable energy, natural gas storage and electric and gas utility businesses in the United States and previously served as a Director of Government Affairs for PPM Energy and prior to that, held the same position for PacifiCorp.
Richard is a graduate of George Washington University and Georgetown Law.
