Background: Today, AT&T CEO Randall Stephenson issued an open letter urging congressional action on net neutrality that would apply to all internet companies. The 'Internet Bill of Rights' would guarantee neutrality, transparency, openness, non-discrimination and privacy protections for all internet users.'
