Studies conducted in recent years on measuring social progress, which is a concept covering other life dimensions besides the economic aspect, has been intensified. In this new measure that brings individuals into focus, objective criteria are used along with individuals' subjective perceptions.

With the first time introduction of well-being index for provinces, Turkish Statistical Institute conducted a study on the province level, aiming to measure, compare and keep track in time of the well-being of individuals and households on distinct life dimensions, using objective and subjective criteria. Purpose of this study is to develop an indicator system to be a basis for monitoring the well-being of people with all aspects in provinces.

Well-being index for provinces covers 11 dimensions of life; housing, work life, income and wealth, health, education, environment, safety, civic engagement, access to infrastructure services, life satisfaction and presents these dimensions which are represented with 41 indicators, in a single composite index. The index value is measured between 0 and 1, and values approximating to 1 state a better level of well-being. Detailed information is included in the annex of this bulletin.

Isparta took the first place in well-being index

Isparta with the index value 0.6745, took the first place in well being index. Provinces following Isparta are Sakarya with 0.6737 and Bolu with 0.6553 respectively. Last province with the lowest well-being index value 0.2765 is Muş. Provinces that follow Muş are Mardin with 0.2936 and Ağrı with 0.2975.

Sakarya took the first place in housing index

Used as shelter and living space and for being an element in the individuals' and households' quality of life for its properties, Sakarya took the first place with 0.9369 in housing dimension. Provinces that follow Sakarya are Sinop with 0.9304 and Bolu with 0.9247. Last province with the lowest housing index value 0.0860 is Ardahan. Provinces that follow Ardahan are Ağrı with 0.1647 and Mardin with 0.1675.

Zonguldak took the first place in work life index

In work life dimension that enables persons to reach more resources, to improve their skills, to make them feel useful in society and improve their life through increasing their self confidence, Zonguldak took the first place with 0.7921 index value. Provinces that follow Zonguldak are Bilecik with 0.7063 and Kütahya with 0.7023. Last province with the lowest work life index value 0.0890 is Batman. Provinces that follow Batman are Mardin with 0.0956 and Şırnak with 0.1663.

İstanbul took the first place in income and wealth index

Providing persons basic needs and chance to be protected from economic and personal risks, İstanbul took first place with the highest income and wealth index value 0.8788. Provinces that follow İstanbul are Ankara with 0.7972 and İzmir with 0.6553. Last province with the lowest income and wealth index value 0.0191 is Adıyaman. Provinces that follow Adıyaman are Ağrı with 0.0646 and Ardahan with 0.0740.

Isparta took the first place in health index

Being directly related to the quality of life with regard to the aspects of general health condition of persons, sufficiency of health infrastructure and facilities and satisfaction form health services, Isparta took the first place with 0.8408 in health dimension index. Provinces that follow Isparta are Bolu with 0.8023 and Rize with 0.7695. Last province with the lowest health index value 0.3014 is Ağrı. Provinces that follow Ağrı are Kilis with 0.3192 and Şırnak with 0.3308.

Tunceli took the first place in education index

In education dimension that has great importance for providing necessary knowledge, skills and qualifications to persons for participating in society and economy, Tunceli took the first place with 0.7468. Provinces that follow Tunceli are Isparta with 0.7370 and Amasya with 0.7036. Last province with the lowest education index value 0.0966 is Hakkâri. Provinces that follow Hakkâri are Şırnak with 0.1634 value and Ağrı with 0.2045.

Kastamonu took the first place in environment index

In the index of environment dimension that directly affects persons' existing and future health and their sustainable lives, Kastamonu took the first place with the value 0.8111. Provinces that follow Kastamonu are Karabük with 0.7949 and Bilecik with 0.7558. Last province with the lowest environment index value 0.1955 is Iğdır. Provinces that follow Iğdır are Muş with 0.2469 and Hakkâri with 0.3111.

Artvin took the first place in safety index

In safety dimension which is one of the basic needs of persons and prerequisite to maintain their other vital activities, Artvin took the first place with highest index value 0.8222. Provinces that follow Artvin are Sinop with 0.7860 and Gümüşhane with 0.7697. Last province with the lowest safety index value 0.3210 is Muğla. Provinces that follow Muğla are Kilis with 0.4041 and Antalya with 0.4114.

Sakarya took the first place in civic engagement index

In civic engagement which is an important dimension on account of people to voice their demands and wishes and contribute to the administration, Sakarya took the first place with the highest index value 0.7967. Provinces that follow Sakarya are Kocaeli with 0.6512 and Sivas with 0.6179. Last province with the lowest civic engagement index value 0.1017 is Hakkâri. Provinces that follow Hakkâri are Ağrı with 0.1433 and Muş with 0.1773.

İstanbul took the first place in access to infrastructure services index

In the access to infrastructure services which is an important dimension for indicating the capacity and satisfaction to reach infrastructure services in the living places, İstanbul took the first place with the highest index value 0.9592. Provinces that follow İstanbul are İzmir with 0.7483 and Ankara with 0.7355. Last province in the access to infrastructure services with the lowest index value 0.0320 is Hakkâri. Provinces that follow Hakkâri are Muş with 0.0989 and Ardahan with 0.1604.

In social life index which has positive effects on the other life dimensions like health and work life of people by having powerful social relations and various social activities, İstanbul took the first place with the highest index value 0.6747. Provinces that follow İstanbul are Uşak with 0.6534 and Bolu with 0.6441. Last province in the social life index with the lowest value 0.1912 is Şırnak. Provinces that follow Şırnak are Mardin with 0.1965 and Adıyaman with 0.2034.

Sinop took the first place in life satisfaction index

In the life satisfaction dimension which states the satisfaction level of persons by meeting their needs and desires that arise in different times and locations, Sinop took the first place with the highest index value. Provinces that follow Sinop are Afyonkarahisar with 0.9655 and Bayburt with 0.9510. Last province in the life satisfaction index is Tunceli. Provinces that follow Tunceli are Osmaniye with 0.1062 and Diyarbakır with 0.1875.

EXPLANATIONS

In the normalization of well-being index for provinces indicators, min-max method is used. Composite index calculation is made according to the hierarchical equally weighting method where dimensions and indicators in the same dimension take equal weights.
