At its January 18, 2017, General Meeting, the New Motor Vehicle Board ("Board") elected Ramon Alvarez C., a Dealer Member, to serve as the Board's President, and Kathryn Ellen Doi, a Public Member, to serve as the Board's Vice President.

Mr. Alvarez C. was appointed by Governor Arnold Schwarzenegger in March 2007, and reappointed in November 2010. Governor Edmund G. Brown reappointed Mr. Alvarez on April 22, 2014. Mr. Alvarez C. has served as a member of the Administration Committee, and as chair and a member of the Fiscal Committee, Board Development Committee, and Government and Industry Affairs Committee. He is currently a member of the Government and Industry Affairs Committee. Previously he served two terms as Vice President, and one term as President.

Mr. Alvarez C. founded the Alvarez Lincoln Mercury dealership at the Riverside Auto Center in October 1995 and added Jaguar in October 2001. He is also the first Hispanic to own a Jaguar dealership in the western United States. In 2010, Mr. Alvarez C. founded Alvarez Electric Motors Company. This is a distribution car company for electric cars. On January 15, 2011, Mr. Alvarez C. launched a Hispanic car radio show in Houston, Texas, "El Show de Don Ramon", that addresses the need for information in the Hispanic community on how to buy new and used cars and trucks. The Show was in partnership with Univision Radio. Mr. Alvarez C. is widely recognized as one of the leading Hispanic entrepreneurs in the United States.

Mr. Alvarez C. is a past member of the board of directors of the California Chamber of Commerce and has served on the boards of the Greater Riverside Chamber of Commerce, Riverside Hispanic Chamber of Commerce (past president), Inland Empire Economic

Partnership (past president), Riverside Community Hospital, YMCA, March of Dimes and Professional Golfers Association (PGA) Advisory Committee. Mr. Alvarez C. was a commissioner for the Access to Justice Commission in California, and was the past president of the Western United States for the Boy Scouts of America. He has also been a member of the Riverside Community College Foundation and the Raincross Club.

Mr. Alvarez C. has been recognized for his professional and community service, including the Riverside Hispanic Business of the Year (1996), Greater Riverside Chamber of Commerce Business of the Year (1996 and 2015), Ford Motor Company Society of Leasing Professional Dealer Award (1996), Ernst & Young Outstanding Entrepreneur (1999), and the national Latin Business Association Business of the Year (2016).

Kathryn Ellen Doi, a Public Member and designated attorney appointment, was elected to serve as the Board's Vice President. Ms. Doi was appointed by Governor Jerry Brown in September 2013 and she is currently in her grace period. Ms. Doi is also a member of the Board's Policy and Procedure Committee.

Ms. Doi is a partner in the Sacramento office of the business law firm Hanson Bridgett LLP, where she represents healthcare providers in reimbursement matters involving the California Department of Health Care Services or private commercial payors, including administrative appeals, arbitrations, and litigation in the state and federal courts. Ms. Doi is an AV® Peer Review Rated lawyer, the highest rating given by Martindale-Hubbell for legal ability and ethical standards. She was named a Northern California Super Lawyer in 2004 and 2011-2015.

Ms. Doi previously served the State of California as a Senior Deputy Legal Affairs Secretary in the Office of the Governor under Governor Gray Davis. She also served as Counsel to the Secretary of the Technology, Trade and Commerce Agency under the Davis Administration, ensuring agency compliance with state and federal laws and overseeing agency rulemaking. Prior to joining the Davis Administration, Ms. Doi served as Staff Counsel to the Commission on Judicial Performance where she investigated and evaluated alleged ethics violations by California state court judges. Prior to her government service, Ms. Doi worked in private practice and clerked for a federal judge. Ms. Doi received a B.A. in Economics from Stanford University and her J.D. from the University of California, Davis.

Ramon Alvarez C. and Kathryn Ellen Doi will also serve as the Board's Executive Committee.
