Albina Community Bancorp (OTCBB:ACBC), the holding company of Portland's only certified community development bank, today reported J. Duncan Campbell, Michael Powell and Kay D. Toran have joined its Board of Directors and the Board of Directors of the Bank. Albina Community Bancorp now has a nine-person board with seven independent directors, while the Bank has a six-member board with five independent directors. Campbell and Toran were also appointed to the Bancorp and Bank Audit Committees, and Powell was appointed to the Bank's ALCO Committee and the Bank's Board Loan Committee.

J. Duncan Campbell is the Founder and retired former Chairman of the Campbell Group, LLC, a full-service timberland investment management company headquartered in Portland, Oregon. Prior to forming The Campbell Group, Campbell was a tax manager for Arthur Andersen in Portland, Oregon, where he served many of the large public and private forest products companies. His areas of expertise included the tax treatment afforded timberland, as well as the unique aspects of investment in forest products for both taxable and non-taxable investors. Mr. Campbell is a CPA and an attorney-at-law. Campbell has served on a number of business and community boards, most notably serving two separate terms on the Board of Directors of United Asset Management, a NYSE investment holding company with over $210 billion in assets under management. Another milestone in his life is his work to better the lives of disadvantaged children, including the founding of Friends of the Children, a non-profit organization which has been recognized as a model for mentoring children at the state and national levels.

Michael Powell has been the owner and President of Powell's bookstore since 1981, a landmark in Portland that has attracted numerous prominent authors over the years. He only recently retired from the day-to-day running of that business. Over the last 20 years, Mr. Powell has been involved with numerous civic organizations, including the World Affairs Council, Port of Portland, Association for Portland Progress, Metropolitan Arts Commission, Multnomah County Library Board, Pacific Northwest Booksellers Association Board, American Booksellers Association Board, Portland Public Schools Foundation, Portland State University Library Advisory Committee and the SMART (Start Making a Reader Today) Program Advisory Committee, among others. Powell's civic contributions have been recognized with awards including Willamette University's Glen L. Jackson Award for Civic Leadership, the Oregon Black Resource Center's Business Leadership Award, the Women in Communication Thomas Lawson McCall Award, and the Portland Oregon Visitors Association Gene Leo Rose Award for significant contributions to Portland tourism, among others.

Kay Toran has been the President and Chief Executive Officer of Volunteers of America Oregon since July 1999. In this role, she provides overall leadership and strategic direction for the social services organization. She strives to empower the individual and to create programs and collaborative relationships that promote education, self-reliance and equality for all people in our community. Prior to joining Volunteers of America Oregon, Ms. Toran was the Director of Oregon's Services to Children and Families Department, a post which she held longer than any other person in state history. Toran's former executive positions include time spent with the former Children Services Division, the State's Purchasing Division, Department of General Services, and as Assistant to Governor Vic Atiyeh as the State's Director of Affirmative Action. Earning her Master of Social Work degree from the School of Social Work at Portland State University, Toran went on to teach as an assistant professor. She received her Bachelor of Arts in Sociology, Psychology and Philosophy from the University of Portland, Portland, Oregon. Toran also serves as a board member for Oregon Education Investment Board, Providence Health System, and University of Portland Board of Regents.
