Mr. Kaplan has testified as an economic expert in federal and state courts, before arbitration panels and before regulatory agencies including the Department of Justice, the Federal Trade Commission and the International Trade Commission.
Mr. Kaplan also has testified before Congress on antitrust and competitive policy issues.
Mr. Kaplan has served as a consultant to the Federal Trade Commission (Bureau of Economics), the Department of Justice and the Senate Judiciary Committee.
He has published in the field of economics and teaches in the MBA program at Johns Hopkins University.
He also has served as a Lecturer in Economics at George Mason University.
Mr. Kaplan has a BA and MA in Economics from The George Washington University and a JD from The George Washington University National Law Center.
