Launched in 2016 by Valérie Pécresse, the Smart Navigo program's first objective is to make life easier for Île-de-France residents by making the most of new technologies. Smart Navigo will develop new Navigo products next year to gradually replace subway tickets with contactless methods. Île-de-France Mobilités also wants to democratize tickets' online purchasing and to develop the use of smartphones either as a way to recharge the Navigo card (in lieu of vending machines), or directly as a validation method. Navigo will also be able to support new mobility services such as access to car parks.

To achieve the new central system of the Smart Navigo, Île-de-France Mobilités has chosen, following the tender procedure, which included a 6-month competitive dialogue, the Worldline and Conduent consortium to set up this central system. The contract covers a volume of 60 million euros as a binding part.

Île-de-France at the level of major world cities

This system will put Île-de-France ticketing at the level of major world cities, in particular by making it possible, as early as 2019, to use smartphones to buy and validate T+ tickets or Navigo subscriptions and even to deploy Navigo Liberté+ throughout the region.

The Worldline and Conduent consortium is in charge of for the development and integration of the new Parisian ticketing solution (Smart Navigo). The consortium will be in charge of 'connecting' this new central system to the systems of the current operators (distribution/validation).

Worldline/Conduent will complete the largest ticketing transformation project in France

New products and an innovative customer experience to increase the attractiveness of mobility services

Worldline and Conduent having chosen a service-oriented architecture, the consortium has the ability to quickly build and deploy solutions that precisely meet the needs of new services and simplify the customer experience: Worldline introduces WL Tap 2 Use, a mobility account management solution, pay-per-use, a complete e-commerce solution, online subscription, SaaS solutions enabling faster implementation.

In order to implement a sustainable solution able to handle changes in the services offering and the volumes to be processed, the consortium will rely on Conduent's proven software such as Atlas, leader in ticketing products in Europe.

A vital tool in the context of the gradual opening of the Île-de-France network to competition

While it has been in place for years in almost all of France, public transport in Île-de-France will enter a phase of opening to competition from 2021 for buses (excluding RATP) and gradually on the entire network until 2040 (subway and RER A and B). This evolution is historic because of the size of the network and the associated economic stakes: 8.3 million daily trips by public transports, 1,500 bus lines, 13 RER train lines, 14 subway lines, 10 tram lines and around 100,000 direct jobs in Île-de-France transports. For the first phase of competition in 2021, about forty bus networks will be recreated, mainly in the greater Paris region.

In this context, the Île-de-France Mobilités organizing authority has two major objectives: first, to establish open and effective competition and secondly to guarantee the same access to the entire network and same services, whether travelers are leaving from Provins, Paris or Massy.

The implementation of a central system fits both objectives with a solution designed to be able to accommodate a new operator, and enabling carriers to quickly deploy the Smart Navigo and its associated services on the network they will oversee.
