The board of directors of Dragon Rise Group Holdings Limited announced that Mr. Lam Sai Hung (?Mr. Lam?) has been appointed as an independent non-executive Director, with effect from 27 March 2026. Mr. Lam, aged 64, has accumulated extensive experience in construction, transportation and public administration. Mr. Lam joined the Hong Kong government as an assistant engineer in August 1986.

He was promoted to the Director of Civil Engineering and Development and the Permanent Secretary for Development (Works) of the Hong Kong Special Administrative Region (?HKSAR?) government in August 2016 and October 2018 respectively. He was retired from civil service in October 2021. Mr. Lam was appointed as the Secretary for Transport and Logistics of the HKSAR government from July 2022 to December 2024.

Mr. Lam obtained a Bachelor of Science in Engineering from the University of Hong Kong in 1983. He is a Fellow of both the Hong Kong Institution of Engineers and the Institution of Civil Engineers, United Kingdom, and a Professorate Senior Engineer (Highway) of the People's Republic of China. Mr. Lam also acted as a non-executive director of MTR Corporation Limited, a company listed on the Main Board of The Stock Exchange of Hong Kong Limited (the ?Stock Exchange?) (stock code: 66) from 2018 to 2021 and 2022 to 2024.

He previously served as the Chairman of the Hong Kong Maritime and Port Board and Hong Kong Logistics Development Council, and a board member of Airport Authority Hong Kong from 2022 to 2024.
